Is the hadith about mothers being more deserving of good treatment specific to one companion or general?

Is the "your mother" part specifically tied to the specific sahaba where Muhammed peace be upon him said your mother 3 times then father. I would like to know because it seems the Grammer used there seemed specific to the sahaba. And if it should be a general rule for all of ummah to prioritize mother. Even if you father clearly one who almost dies working all day?
