If God already has everything written does that mean people are destined to go to Hell regardless of choices?

Something has been affecting my my health recently and I haven’t found a single answer so I want to know if anyone knows one. I heard that Allah has everything written down already and knows the outcome of everything. What’s the point of evil people existing or does that not contradict the idea of being just since people were created just to go to Hell and God knows?
