Why does Allah command women to cover themselves?

What exactly does it achieve? If a woman does not cover herself, how does that make her any less religious or less human? Some Muslims may say that it is degrading for a woman to show her body. Why should Allah care about a person's personal dignity as long as he/she is worshiping Him?
