What Bible passages affirm Universal Predestination?

What Bible passages affirm that God determines, prior to their birth, whether each person will end up in the New Jerusalem or in the lake of fire? The Bible is clear that some people were predestined to spend eternity in the New Jerusalem. But the Bible is not clear that the fate of everyone else is also predetermined. I expected to find this question asked and answered multiple times in the past, but I was unable to find this.
