What would a Zen civilization look like in terms of structure?

If we look at structure and non-structure in a society or civilization, in terms of administration etc.
In practical terms, structure means:
- Administrative systems
- Laws and enforcement
- Economic coordination
- Institutions (courts, councils, schools, banks)
- Roles and hierarchies
- Agreed procedures
Structure gives a sense of order, but it is not the meaning of life for those people. Can a civilization live without structure? What would a Zen civilization look like in terms of structure?
